City of Snoqualmie Municipal Code section 6.04.020 states that control of dogs by leash is required (see this section for more detail) and section 8.16.020 defines public nuisance. It states public nuisance means doing an unlawful act, omitting to perform a duty, or suffering or permitting any condition or thing to be or exist, which act, omission, condition or thing either: (a) annoys, injures or endangers the comfort, repose, health or safety of others; or (b) offends decency; or (c) is offensive to the senses; or (d) interferes with, obstructs or tends to obstruct or renders dangerous for passage any public highway, street, stream, park or trail in the city; (e) renders other persons insecure in life or the use of their property; or (f) obstructs the free use of property so as to essentially interfere with the comfortable enjoyment of life or property.
